   Sounds like some 3rd party company.
   
   In the US, there is no such thing as "Notice Assistance Service". If you owe taxes, you get a letter from the IRS with the name or names matching what is on the tax return at the top of the letter.
   I had a go-round with the IRS in 2013 after my mother died and they insisted she owed $81.
