Alcohol 120% is a shareware drive emulator (and a lot more) http://www.majorgeeks.com/download.php?det=2983 or Daemontools drive emulator (free for personal use on a single computer) http://www.daemon-tools.cc/dtcc/portal/download.php . Both install virtual DVD/CD drives which can be used to read DVD and CD ISO files. You can then play the ISO file as you would a regular disc(ie: watch a DVD ISO with a software-based DVD player or play some CD based games without the physical disc installed.).
