Is this a decent quality PC?

Hello everyone, could you spare some time to look at the specifications of this PC? I'm not very computer minded and have been wow-ed by seemingly great price/quality copmputers,... but then I asked some more knowledgable people and they told me they were pretty crap computers even for their relatively low price.

It's not meant to be used as a high performance gaming PC, more of a work (+ low performance gaming) PC.

1 TB (= 1000 GB) hard drive,
4 GB DDR3 SDRAM-working memory,

fast wireless wifi (which I assumed was always wireless),
Software package with Windows 8.1 Home Premium

+ USB keyboard (seems wireless) + optical mouse (seems wired)
USB 3.0 and USB 2.0 ports
Multicard reader

It's not a performance rig, and the CPU is rather lackluster. However it will handle most nominal tasks. I would put an SSD in it if you require speed, and use the original HDD for data storage an back up images.

Seems like a lot of money for a "Pentium 5"...
