Is this a virus?

I got a pop up in my windows xp. Is this legit and am I being paranoid?

window reads:
Message from local system to user
CRITICAL ERROR MESSAGE- REGISTRY DAMAGED OR CORRUPTED
To fix the problem
Open Internet Explorer and type www.regisrtycleanerxp.com
Once you load the web page, close this message window
After you install the cleaner program you will not receive any more reminders or pop-ups like this.
Visit www.registrycleanerxp.com IMMEDIATELY!


The system seems to work fine except for this pop-up that won't go away. I ran a registry checker I already have & its not finding any problems. To me it sounds like a trojan horse or virus, but I ran virus scan & a spyware scan and didn't find anything. Task manager won't let me kill the window.

 

Sounds like you picked up a rogue app.
