The Internet Connection Firewall does not block outgoing transmissions, so is it enough?

You need to make that call.

    In my opinion, not really.

Thats not strictly true. It is possible to run two firewalls, provided they arnt doing the same thing. But in the main firewalls use the same API calls and procedures to manage network traffic, and so they conflict.

I think you can run the XP firewall and turn off incoming protection on another firewall. You can also use the XP firewall as a packet-log if you set it up correctly.

An outgoing firewall also helps find the presence of spyware trying to "call home" so is definatly a good thing to have :)
