Iso Recorder install problem-Windows installer

    I have tried ALL methods by Microsoft(at least 8 methods) and others to fix my windows installer program but to no avail. I ran sfc \scannow also to no avail. I scanned for viruses and Malware and I am clean. Trying to install Iso Recorder and keep getting the message:"The installation package could not be opened. Verify that it exists and you can access it." I have even tried to install it in Safe mode. Any help short of reformatting would be appreciated.

    Installer seems to be an ongoing issues with some lately, strange. Is it only Iso that won't install or any program? What OS?

    OS is XP SP3. Any program that is a .msi
