   Hey someone sent me a prank booking and I had Acuity check out the ISP and it came up as Staten Island, but the person who I think sent it lives in Manhattan which is about 22 miles away. Is it still possible it's him?

   Yes.
   Every IP lookup shows my ISP as being in Cape Town, South Africa. But I live 500 miles from Cape Town.
