isp throttling

    Sometimes when I am watching hulu videos or clips on ebaum or what ever, I get choppy video, or it pauses to buffer, other times it plays fine. Now I am running a new duel core laptop and my cable modem is a docsis 3.0 with 25 meg down 3 meg up service. I would think that would be enough to stream video. Is it likely I am being throttled or is there something else I should check? How can I tell?

    Another consideration is checking your Task Manager, sorting the Processes by CPU (displaying activity). You may have other "applications" and or spyware (malware) hogging your bandwidth.

    Following on from Bold Eagles post, disable your Antivirus and Firewall to test they are not casing this lag, also make sure your Adobe Flash and Sun Java is upto date.

    But yes depending on ISP some are throttling specific IP/URLs, say p2p, streaming media etc if normal downloads are ok then suspect that they are throttling, give them a call and ask.
