Issue w/ streaming video and music

I'm not real sure if this is a network issue or a software issue.

Any site that I visit to stream video or when I am using ITunes to stream radio the stream seems to just freeze up or start buffering. I've tried different things; increasing virtual memory, suspending AVAST, repairing connection, resting wireless router... Repairing connect seems to be the one that works the best, but it is just a temporary fix. The stream will always end up stopping and or buffering.

In regards to the wireless network. When friends have connected to it they do not seem to have any issues. Ironically, if I connect to another persons network I do not seem to have any issues. But if I am connected to my network router wireless or directly I suffer from the issues stated above.
