Issues with Internet Explorer and unable to uninstall

I run Windows Vista x86 with Internet Explorer 9.
I encounter some issues with IE9:
- Favorite and setting buttons are unoperational
- Page name is absent from the top of window
- Right click for managing toolbars is unoperational

I have tried to uninstall IE but:
- it is not found in the programs list
- it is not found in windows updates list
- the command FORFILES /P %WINDIR%\servicing\Packages /M Microsoft-Windows-InternetExplorer-*9.*.mum /c "cmd /c echo Uninstalling package @fname && start /w pkgmgr /upfname /norestart" wouldn't work, or at least gives me the hereunder message, but IE9 is still here.

[EDIT]: I cannot restore to a previous point neither as I flushed the restore points when I cleaned the laptop.

My laptop was malwared and I just finished to clean it.

Any idea to solve this?

If that doesn't work perhaps downloading IE9 and installing overtop of your non-functioning one might help resolve issues. http://windows.microsoft.com/en-US/windows7/how-do-i-install-or-uninstall-internet-explorer-9

None of these solutions worked. I can't uninstall it, and I can't over-install it.
I also tried to install a IE9 special MSN in order to uninstall it after, but it didn't work neither.
Additionally, windows automatic updates always proposes me the ie9 update (19,5Mo) but I always get the 9C48 error code.

It can't install: message: a newer version of internet explorer is already installed.

 

That is right, I don't have a restore point old enough before the problem occured.

I have ran this SFC scan, the result is attached. It seems that there are many failures.

 

He didn't repair the corrupted files because I've just scanned again with sfc, and there are still the same failures.
See attached.
Any idea?
