My ID3 Tags in iTunes don't match tags in other programs or in Windows Explorer. Does anyone knows know I can make the other tags match the iTunes tags?

Apple uses a proprietary tag format and program code that they use in manipulating the meta-data channel. However, they are the only company, that currently supports any type of "Standard". I use the quotes, because this is about as good as it gets, for now. Any other programs that use, or manipulate the meta-data frames, are just filling the data fields with best-guess information. Apple, at least has some heuristics in their algorithms, which accounts for surprisingly accurate classifications.:)

Here use this program http://www.softpointer.com/AudioShell.htm it lets you view and edit music tags directly in Windows Explorer. Even if you were to dump all your songs from your ipod onto another computer, audio shell will still be able to properly identify the song title, artist, etc, etc.... Rather then having a bunch of D21X9.mp3 files- since for some reason ipods scramble all that information (something to do with DRM).
    Hope This Helps :)
