How do I change my IP Address to that of a Japanese one? I tried going into the Internet Options tab and entering a Japanese IP address and port, while checking Manual Proxy Configuration, but it doesn’t work. BTW, I’m using Firefox.

The short answer is it doesn't work is because you can't arbitrarily choose your IP address.

So how do I (if I even can) know which one to chose?

Your IP address is assigned by your ISP when you connect to the internet. It will come from a pool of addresses the ISP owns. It will change every time you connect, if using dial-up. If on broadband, it may or may not change when something called the "DHCP lease" expires.
