   We also need some information from you to give you a solution.
   
   What Windows version and Service Pack are you using?
   What is the software (download) you are trying to install, its name and download location would help?
   
   Quick thing to try is make sure you are in the Admin account if XP and can right click the file and choose Run as Administrator in Vista, 7 and 8

   Sounds like an issue with Environment Variables.
   
   Or he is trying to install a 64-bit program onto a 32-bit system.
