Click Start > Run and type regedit and press Enter. Navigate to the following key:
    HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
and look in ...\System also; you're looking for an entry that mentions the Control Panel. I don't remember exactly what it says, but I believe it says "NoControlPanel" and will have a value of 1. Change the value to 0 (zero). Then navigate to:
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\system
and look for the same entry. If there's an \Explorer entry, look there too.
If you're a bit leary of editing the registry, you can try running Dial-A-Fix. When it's launched, it does a quick check of the registry looking for items that are disabled that shouldn't be disabled, and items that are enabled that shouldn't be enabled. It will show a list of these items and you just click on "Fix" or "Remove" and it will take care of it.
