   What are you talking about? That HOTFIX doesn't install SP4 it patches a Vulnerability in Plug and Play Could Allow Remote Code Execution and Elevation of Privilege. This is the relevant MS TechNet Article. If you want to install SP4 for Windows 2000 it is located HERE.
