make sure your browser is using 128bit encryption.

make sure you're not blocking port 443 (SSL)

If you've enabled the MTU setting on your router, disable it and try.

if you're using IE. Open it up. Go to the help button on the toolbar. Choose About Internet Explorer. The box that pops up will have the line CIPHER STRENGTH (2nd line down) make sure it says 128bit.

You'll also want to make sure that in your advanced tab of your internet options that you've checked off
    USE SSL2.0
    USE SSL3.0

in the security section (at the bottom) ->Tools->internet options->Advanced tab then scroll down to bottom.

As for the other two suggestions.. are you using a firewall / router of any kind?

Does it work in Safe Mode w/ Networking?

what happens when you try to login to msn

what happens (error messages) when you try to open up a secure site?

on msn i get message "we were unable to sign you in to the .NET Messenger Service, possible because of a problem with your Internet connection. Please try again later. 0x81000370 (but there cant be a problem with internet connection, because i can access some webpages apart from secure ones)

when i try to access a secure web page i get the normal security alert, when i click to continue the page i receive is as follows.

    http://res://C:WINDOWSSystem32shdoclc.dll/pagerror.gifThe page cannot be displayed

The page you are looking for is currently unavailable. The Web site might be experiencing technical difficulties, or you may need to adjust your browser settings. Please try the following:

Glad that was worked out...that was what I suspected (a firewall), hence the SafeMode w/ Networking question.

You can probably reinstall NIS if you are a glutton for punishment (shameless potshot at Symantec), just make sure you configure it properly. Secure websites reside on a different port than standard HTML websites (port 80).
