For a no-nonsense Windows 7 tweak guide, see Blackviper.

You may need to reset your router or modem connection occasionally, it doesn't always stay good.

    Hi

I agree with Satrow on reseting router now and again, my speed dropped this week to below 80KB/s with a reset of router it jumped back upto normal speed for me of 330KB/s

You'll have IE8 if you have Win7, plus is your Windows 7 upto date with all latest patches and hotfixes (updates)?

Have you installed any new software, mainly security software of late? if so what and actually tell us all the security software you have installed?

Could try disabling your software firewall to test for any lag but after doing a reset of modem as Satrow suggests.

Also check with your ISP if they have any issues in your area with speed? depending on what modem router you have, in its settings yu may see Line Attenuation figues what are they as they are in decibels and can give clues as to your line quality (note not all modems list this)

If you are on DSL then unplug all phones and test, also make sure all phones and PCs connections have a Filter.
