Laptop permanently re-starts

I can’t get my laptop to switch on. It will go straight to the select which start up option, “normal” “Last known good” “Safe” etc. It doesn’t matter what option you select as soon as the windows XP logo appears the screen will flash blue and restart back to the select screen.
I want to replace the laptop but I need to get a some of my personal files from the hard drive. Is there any way of either starting the laptop and then removing the files or removing the hard drive and extracting the files.
