Laptop Screen is Strobing/Waving a Little

Hi All!

I am trying to set up an old laptop for my sister who lost hers in a fire. I've got everthing settled but have an issue with the colors strobing/waving on title bars and other areas. Sometimes the entire screen starts to wave a little bit but it's much more noticeable on the title bars, on the colored backgrounds of shortcuts, etc. It's not so bad that it's not usuable but if I had to look at it for very long I'd probably want to throw up.

Any suggestions?

P.S. I already reloaded the driver.

 

is it a constant top to bottom, like a tv with bad reception, or more like a glitch?
