limited or no connection

I have a similar problem. I use a local provider. Speednetllc.com. Recently i have lost connection to internet at random times. It is worse at night, usually about 7:30 pm. Sometimes I cannot get back online until the wee hours of the morning. When I call tech support they give me double talk etc. I have windows vista on this laptop and it tries to repair connection after a couple tries it comes back with message "pinged server 69.73 etc. did not get response." Now my thoughts on this issue are: the provider does not have enough bandwidth and is overloaded. I have talked to provider regarding this and they have not responded to either confirm or deny my suspicion. I am looking for another provider.
My question to the geeks is, am i correct in my bandwidth assumption ? And any suggestions for provider ? I do not have land line phone service.
