limiting IDM download speed over LAN?

    i am trying to limit the speed at which my customers(in an internet cafe) download stuff off the internet. Most of them use Internet download manager to download files and it sucks the 512 kb server i have dry. Is there any easy way to control the speed of their downloads so they dont exceed a certain limit?
