Limiting someones connection

OKay I've got a problem my brother downloads, watches youtube all day and does whatever stupid stuff on the computer and I mean from day to early morning and its like annoying I explain to him that we are all connected to one modem and we only have a .57mb connect -_- so its like calm down with all of the stuff you do. but alas he doesn't listen to me so now I want to limit his connect
I've got a 2701hg-b gateway I log on to the 2wire site to check and see if I can limit him instead of blocking his device I'm cruel but not that cruel....:-D any help appreciated.
