    Outlook is strictly webmail.
    Go here https://www.microsoft.com/en-us/outlook-com/?cb=v8ho
and if you have an account sign in; if you do not have an account, create one.

If, on the other hand you mean Outlook Express, that is no longer supported. You'll need to find a replacement, like Thunderbird, if you wish to download email to your computer.

Seems like this issue was addressed here

Also you never specified here was version of Office you have installed.

Some versions of Office come with Outlook Express.

So we really do not know
    a) if you are referring to Outlook or Outlook Express which are two entirely different things
    b) What version of MS Office is installed, if any on your Windows 7 computer

    Hi

Is this Outlook account an @outlook.com @live.com or other?

Have had all of the above Microsoft account in Outlook 2013 Pro Plus and now in Outlook 2016, I think the main thing you may need to do is to is to setup with the Outlook wizard. I know my accounts automatically get setup this way, did previously need to install the Outlook Connector for 32 or 64bit Windows but dont know off hand if thats needed as Outlook mail has changed to an EAS server, so before using the Outlook Wizard, go online and access your account, then click Options icon (the cog top right) then click Connect Devices and Apps with POP and click the ENABLE under POP heading then click Save and then exit online email and run the Wizard in Outlook.

    Also check this https://support.microsoft.com/en-us/kb/2758902

Skysarge, is your old computer still working? If so you need to check that in setting up your account in Outlook 2016 you have not made a simple error in entering your email address and/or password. You can check the email address in Outlook 2007 on your old computer by going to Tools > Account settings. Click the account you want, click Change, look at Logon Information and check the email address carefully. If that is correct then the error is with the password you have supplied. No one knows that but you and there isn't any software AFAIK that can reveal it. However passwords are case sensitive so check that.

Old computer was "working" when disconnected and replaced.
    Now disconnected completely

Finally got new Outlook loaded on this computer.
Pulled old HD defunct Hewlitt P, installed in this one.
Not sure why but, could not get Outlook loaded, error messages abounded ID'ing problem
Changed PW, POP settings, etc. Nada.
Tried unsuccessfully to access previous Outlook version via old HD using suggestion here in earlier posting. Error messages came up about PW. Changing PW no help
Back to shop that built it. He fixed it (not)
Called service for AT&T, my IP provider. They did a remote session of some sort and cured the glitches. Now all I have to do is check each and every email posted since May in my inbox, and delete or act on them. Not sure why it went all the way back to May, I got this computer and installed Outlook's new version late 2015.
Oh well, at least I have email again.
Now if I can just get Flash Player to quit crashing and Outlook to not stop responding while I edit old emails...
