Loaded wincleaner without uninstalling Norton AV first

I would if I could even get it started.. it freezes before I can do anything!

does windows manage to load before the freeze ? or does it freeze before windows is loaded ?

it loads.. but as soon as I try to hit the start button..or any button.. the timer comes on (that hourglass thing) and it freezes

To load windows in safe mode you need to press the f8 key on reboot. Once in windows safe mode go to start /run and type in msconfig / start up and untick one of your av programs
