Logged in as administrator - several entries in the Local Security Policy appear to be 'locked'.

I want to change the min password length and the strong password settings.

How do I 'unlock' these so that the administrator can change the values?

Short answer Boot in "Safe Mode" choose "Administrator" then change the password settings, if you need more info post back.

Yes - I tried that.
Logging in As Administrator in Safe Mode still shows the settings as 'locked'

They are readable, but in a 'subdued' color and the drop down to select another value is not showing and I cannot type anything as a value for the length field.

Any ideas?
Is this in the Registry somewhere?
