Locking down desktop shortcuts so they cannot be renamed/deleted

Hi there, I'm the IT person at an elementary school. On any computers that students come in contact with, shortcuts get deleted from the desktop, they get renamed, and new unnecessary shortcuts are added. Does anyone know of a program that we could install to lock the desktop down? I came across a program called "Deep Freeze Enterprise" which would help because it can reboot and restore the workstations to a particular state, but I'd rather the students just not be able to manipulate the shortcuts in the first place.

All the student stations are Dell Optiplex 780s running 32bit Windows 7 Professional. We have ~140 student stations.

    Thanks for any help.

The desktop shortcuts are only the visible tip of what they may be deleting or altering. I'd recommend you take another look at Deep Freeze, but it has to start with a system set up correctly in the first place.
