Login Screen Plugins?

    Is there any way to place 'objects' on the login screen for XP? By this i mean an object showing the amount of bandwidth the computer is using etc. A bit like Object Desktop but for the login screen?

    Another question, is there a program that can restrict mouse movement to only a section of the desktop?
    Basically what i am trying to do is allow access to the speed/throttle settings of a download manager but not the ability to close it. that probablt makes no sense
