Looking for programmer...

Where can I go about looking for a programmer for a project I'd like to execute in the future? I am not a programmer myself at all.

The project would be a fully functional graphical / avataur chatsite with a way for those of us (such as myself) who have no programming experience to access some of the basic features (such as managing users once the chat would become functional). I have some money to offer, but I honestly have no idea how expensive this can run or if it's way out of my league. I'd preferably like it to be a chat that can be accessed via internet browser, such as IE.

Any suggestions on how to find such, costs, etc?
