If you've recently removed some spyware/viruses/malware that could be the problem. There are some viruses that change Windows so that the virus is in the middle of the login procedure. So as long as the virus is there (and invisible) you can log in. But when you run a scan, and the virus is removed, it takes out a link in the login chain, causing the problems you described. There may be a way to fix this, but we need to know some details. Did you recently remove some viruses/malware? Have you tried any fixes yet? Have you backed up any important data just in case? If you haven't scanned for malware, maybe you should. Check this link: http://forums.majorgeeks.com/showthread.php?t=35407

As I have never used PowerSuite, I can't answer that. (I have PowerSuite, but I've always been able to work out problems with other tools, maybe I should try it just to see what it's all about). You can give it a try... I know the XP login uses thsi registry key:
    HKLM\Software\Microsoft\WindowsNT\CurrentVersion\WinLogon
and the correct value for the key is: C:\Windows\System32\userinit.exe,
Notice the comma at the end; it is required. It could be that the userinit file has been corrupted, replaced, removed, etc. If there's anything after the comma, that is probably the problem.... if you're not confident with registry edits, don't do anything! Even if you know what you're doing, be sure to make a back up of the registry first, just in case. I will not accept responsibility if the PC ends up more screwy than it is now. ;)
