lost explorer and IE

My sons computer had IE 7 installed sometime ago. He recently tried to open an old program he used to use and it would not work on IE7. He tried to remove IE7 and now cannot open any IE or windows explorer. Can't seem to get to the restore page either. Please help if possible. thanks in advance.

You can try launching system restore using task manager. If you can open task manager using ctrl-alt-del, you can try going to the application tab and select New Task and type msconfig. If the msconfig window comes up you should have a button to launch system restore from there. If you get a message at any point that the task is disabled or dis-allowed due to Administrator restrictions you could be looking at some kind of malware issue.
