There are quite a few things that can cause this (registry values, polices, etc.), but the most common seems to be driver issues, usually bad or old video drivers.

If you go to device manager (right-click on "my computers,->properties->hardware tab->device manager), do you see any items marked with a yellow exclamation mark or question mark? Any items listed as "unknown" under an "other devices" tree?

This problem very frequently occurs after the so-called Windows XP Home "recovery" process; but it can happen for other reasons too (far to many to list here).

Anyway, a similar problem happened to me a few months ago and here are the steps that I took:

    (1) Click the "Start" button in the bottom left hand corner of the screen.
    (2) Select the "Control Panel"
    (3) Click the "System" icon within the "Performance and Maintenance" section
    (4) Select the "Advanced" tab across the top
    (5) Click "Settings" within the "Performance" section
    (6) Select the "Advanced" tab
    (7) Near the bottom there is a "Change" button, click this
    (8) Within the "Virtual memory" section there is a button "System managed size"
    (9) Click this and then the "OK" -- 3 times, to exit the settings.

Restart your machine and STANDBY is once again an option.

Note: If that doesn't work; the following link might help you out here: Go to the rickrogers.org website and click on Standby Problems

    Good Luck!
