low fps in games (not sure if hardware or software)

when i play games i get what i feel is really bad fps alot less than what i should get.

CPU : i7-3770k 3.50GHz (OC to 4.2)
GPU : AMD radeon HD 7800
RAM : 16GB

Ive tried looking for driver updates but dont think there are any. Is there anything i could try looking at ?

For example in world of warcraft i get around 60fps and it drops to around 30 in busy places now i know my card isnt the best anymore but i think it should be alot more fps than that shouldnt it?.

Try the above ideas, shadows don't add much to the game and kill the FPS.
