    Hi
I hava a NVIDIA GeForce 5900 se/xt and it requires 300 watts, but my computer gives only 250 watt power supply. wil it affect the quality/performance of my video card???

yes, you will most likely get shutdowns/restarts or your pc wont boot w/it

also the fps in halo sometimes gets to 9, it only happens in big fire fights and in close spaces also i have all my settings to max and the monitor to 1280x1024 and at those settings the max it gets to is 30 fps (i'm not counting looking to the sky cause the fps go to 60 with vsync which is the refresh rate) is this normal with my graphic card (GeForce 5900 se/xt) or could it be the low wattage??? any response apreciated. :)

Most likely you will not get a frame rate boost from buying a new PSU ... you will however, make your system more stable. Just because it hasn't crashed doesn't mean it won't, as you're probably putting some strain on your PSU. It also depends on what brand your PSU is, as well as what your other components are, seeing as how you failed to mention these things it's hard to say.

I might also point out that 1280x1024 is a 5:4 ratio which isn't proper, 1290x960 is a proper 4:3 ratio.

Well i don't know what you mean when saying PSU, but using comon sense i'll say it's the power suplier. i do know i have a dell 4600 with an intel pentium 4 3 ghz with ht. If anything more please ask. Thanks for the ratio thing. :D

Yes it will, your graphics card will be hogging up all the power and your motherboard and CPU and other system hardware will be suffering. A 400 watt power supply should be sufficient. or if you want to go higher you can, PSU's arent too expensive any more.
