The two shouldnt be interlinked but in computing who knows, they maybe, so a few thoughts below...

1. Your Windows Vista is it at SP2 and fully upto date?
2. Any devices in Device Manager with yellow ! marks, if so what?
3. Have you had any malware infections reciently, if so then do you know the name of it and are you fully clean from the infection, if not then run some scans (eg the likes of Malwarebytes etc)
4. Boot into Safe Mode and choose Safe Mode with Networking and see if you have internet issues as well as the boot speed issue.
5. What are you security applications installed?
6. Disable your security software (so 3rd party Antivirus and Firewall etc) to see if they are causing the internet issues.

Slow bootups maybe just down to too many startup applications all starting at boot, to two or more security applications of the same ilk scanning at same time (where the Safe Mode option above comes in as its a limited boot), to when did you last defrag your PC.

The below guide if you run it and attach as written the startup log we maybe able to see some apps you dont need starting at boot which may help.

And download StartupCPL as its a good application for managing startups, so if we find some to disable use this free app.
