Major Latency issues with ATT U-Verse...help ; ;

I'll start with explaining this entire problem I've been having with these guys over the course of the last two or so months. First of all, when we moved in here they didn't offer us anything other than U-Verse. They told us it would be faster and we were really excited....boy were we wrong. Within the first week the connection was dropping 12+ times daily, and they had to send out a tech to remove a bridge tap.

After the bridge tap was removed the connection seemed to get back to normal.....but it was only fleeting. The connection started to slow down....and the latency spikes started kicking in. My latency fluctuates anywhere between 20-750, and completely has a mind of its own. It's on both of my computers, wired and wireless. I've already had the modem replaced but the problem still persists. I've called tech support a dozen times or more and they just run speed tests. The odd thing is that when I run a speed test it says it's connecting at the speed I'm supposed to be getting, or close. It's around a 2.50 DL....all the while latency spikes while it's running and I watch videos have trouble buffing or completely stop buffing.

I can provide you with whatever information you need about this problem, or any further questions you have. The tech already came out and ran a brand new CAT 5 line from the box directly into my home and it didn't help at all. They also disabled the other two phone lines in my home incase they were making matters worse. What should I tell them I need done? Is there anything I can personally do? Thanks for your help.

I thought I'd post this here with just the general hopes of getting some type of response better than I'm getting from anywhere else. I've run tracert, speedtests, had techs come out to my home, had outside line techs come out, spoken to supervisors on the phone through ATT and just have no idea what to do anymore. My only options are to cancel the internet and go to comcast(shoot me now) or stick with it. I uploaded a picture of the tracert running when my connection is bad.

My firewall details are showing instances of other IP addresses accessing my modem... I don't normally run P2P software and I was wondering if this could have anything to do with the throttling of my internet speed?
