Making animation to export to dvd (Quality problems)

Hello, I'm new please excuse my inexperience. I would really appreciate speaking with anyone that has experience making movies using only image files (Stills only). I have Adobe Premeire Pro, and can make great looking AVI movie out of jpegs, pngs, bmps, etc.., but no matter what compressors or formats I use to export it to DVD, the quality is always unacceptable. I have a Dell E521, Athlon 64 3200 + (2.ooGHz, 512k), 512MB DDR2 SDRAM at 533Mhz, a Sony 20x burner with Nero 7. Any advice would be greatly appreciatted.
