May I ask a very basic question?

Sorry if this question might sound pretty dense, but I'm confused by what component contains/controls/limits the speed of the FSB?

When you see 533 FSB, 800 FSB, 1066 FSB on computer specs, is this referring to the specs of the mobo? The CPU? Both?

Again, I apologize for such a lame question, but I'm looking at different computers and their specs and I'm not sure if the "FSB speed" is because of the mobo, the CPU or a combination of the two.
