menu bar doing strange things

    when i move the cursor over the functions, "file, edit, help" etc. the links are highlighting. it won't go away until i minimize the programs, then it starts all over again.

    this is happening within most XP programs: paint, notepad, calculator etc.
    and now, i even noticed it in photoshop...

    attatched is a small screenshot of what i am dealing with.

    any help is appreciated!
