Yes but you would as has been mentioned already be creating a divide in the internet, so its not conducive to openness and free speech, sadly what ever is created it will have a workaround, so already its null and void.

Something like this would cost a fortune and many EU countries are on the bones of there *** so could not afford this, and it would take years to develop and when you add GOV + IT = FAIL

Sadly the EU is a behemoth. that is out of control and thinks it has power, which I would like of the UK gov and others to go NO that's not in our interest and bugger off.

 

Sadly the EU leviathan harms business a great deal as it sanctions all sorts of business for $$$ to fund wasteful bureaucrats that really do nothing to aid the European Union, Sue the UK for emissions and leave other nations as in Germany who are worse out of the equation, yeah really, its just a cash grab for using the $$$ for wasteful government.

I personally want out of the EU as a legislative body and back to what the UK citizens voted for in a EU economic conglomerate and trading partner. WHY should some un elected judge rule on UK sovereign laws, I highly doubt the USA and its populous vote or stand for this intrusion...

Agenda 21 not really read much about it to comment and TBH tech forums and Majorgeeks are not the best place for political debate, never ends well and threads are closed really quickly.

 

Totally agree with you oldphil on the EU, I personally want the UK out and back to what we signed up for in trade not politics and law, that's sovereign territory.
