I am choosing Cells from the Tools menu in order to change the color of the borders. I make the color change, but it doesn't take. It is a new document, and no protection option has been put in place.

 

Is this a shared file? Or is this a file that is not shared?

 

If you change the border colour, and then create the borders, the borders will be in the colour that you set.

 

When you choose your cells then choose format cells and then border excel defaults no border lines in the border option.
choose your border style first then your border color then your border lines then ok and you should be set
