I installed a webcam and when it started it worked for 12 to 15 seconds and then it locked up the computer.

After going on the Microsoft site I reloaded everything and now it doesn't load at all. but I get these requesters.

What is the make/model of your computer, and what version and Service Pack of Windows are you running? Looks like XP to me, but not sure if you're running Service Pack 2 or 3.

    Home built is always best!

The camera is compatible with Windows XP. Here's the link with system requirements:

Assuming it came with a driver disk, try these steps:

Unplug the camera, then uninstall the camera software and uninstall the drivers from the Device Manager.

    Restart the computer.

Follow the instructions (some hardware wants you to install the CD first before plugging it in, others want you to plug it in first before installing the CD).

Also, when you do reconnect the camera, try a different USB port.

I have already done that you suggested and that is when I started to get the requesters on the first screen, But I don't understant what they mean.

Hmm. In that case, click the "click here" on the error message listed in your second screenshot and post the details.

Alright, it appears the error relates to .NET Framework.

I suggest you use Windows Update, go to Custom/Optional updates, and select all .NET updates and install them. As some .NET installations are dependent upon others, it may take a few restarts and Windows Update attempts to get them all installed. See if that clears the issue up for you.
