Microsoft Photo Viewer&paint Hijacking Others.

please advise:running win7 on a TOSHIBA 8 yr old satellite laptop. I cannot use any freeware photo editors I downloaded (from MG or author site).It seems Microsoft windows photo viewer and Paint hijack all the programs!
I even used a paid PHOTO Explosion CD and,while it loaded perfectly,it would not run.It was signaling "non responsive".I could not get the driver update either.
addendum note:I did reset ALL photo defaults.No luck there.
I need an easy editor so I can do ebay.Any help is appreciated.

well,downloaded it:got message that I needed to update platform.Went to Microsoft..it is the stand alone platform with update.This correct?I pick what updates to install.I saw that one and did not install.My bad??

it is the window update stand alone installer.The Paint.Net message says I need to update the Win7 Platform.Unable to open the program.

 

Just got a message from microsoft updaterogram not applicable to your computer...what is going on!

 

I started investigating on WIN updates:seems the ones paint.net was referring to failed 5x to install I did manually.Downloaded,but halfway thru install..failed.KB4467240 and KB4467107.Platform updates.The update history also showed several security failure updates.Started Oct 8.Not all,but 3 of them.I just ran HJT(1.99.1),paid ASC,PC Manager from TenCent,driver check,malware check,even BitDefender (arrgh).All clean.The install error codes on Microsoft directed me to buy WIN10.
Why do I have problems with any Photo download!!!!!Now,I have to find what is wrong with download security errors.Where do I start,what to do? ANY assistance,as always,is appreciated.

THANK YOU.I need to be able to enhance photos due to poor lighting (and my poor skills),crop etc. But,I think you are inquiring about security issues and not being able to update the win7 platform and security updates?
In another software post,I am going to castigate you all for allowing that:
TenCent virus freeware download from MG! Even Combofix could not kill them.With help of old HJT and logic( I killed all chinese languages in the laptop),I got them.NOT before I got threatened that they sent me trojans.Nice program,eh???

will do..but off for a few days.Tired.Finally realized I had to do a 100%clean and total restore.8years of updates and new programs.I think all is OK now,but I shall follow your suggestions.What a mess this was.FYI: before I crashed,found many hidden files,corrupted programs/registry alters/property changes etc. Of interest: "PEVsystemStart" also "3XE".File Hippo stated:author unknown,probably safe.NO! The author is TenCent.How could professionals miss this so called antiviral program?It is one huge virus.At least what I learned from Tom Coyote/WhiteKnight/MG and 2 others in the past 13 years,I was able to discern bad from good,fix etc.I take ALL advice seriously.But,MG never should have allowed Tencent.This is where I got the program.I now downloaded BitDefender as the antiviral. Imagine,all of this started over photo editing suspicion!

Ok i did a complete scan on Rogukiller and got 34 hits.

 

Initially,the program ran tops.Only thing noted was the grammar,due to Chinese translation into English.No big deal,except the term "evil link" kept creeping up too many times. Weeks into running did the problems creep up:certain necessary WIN security updates were failing.Not all,but those that would affect the Tencent running were deleted/failed.Tencent was running numerous times in the running processes.Could not end 3 of them .Logically,I knew something was very wrong.It took weeks for problems to show up.Day I went to delete?message popped up:you are being infected with trojans,evil links are coming if you remove tencent!!!! rootkill was non effective.The source of my problems was in their QQ: hidden ,took me a copious and deep search to find:

The 3XE had a "box" around it.The other one was:

I was getting stream write errors.Interesting that Symantec issued their certificate from China,with no info in the certificate except: https://d.symcb.com/RpA for more info.
To reiterate:ran perfect,too perfect.It was after app 3 weeks trouble came.Little things,but I noticed them.Gut feeling this was bad! Other reputable sites said do not download from tencent.Too bad I saw that too late.
After 500+ downloads and installs,I am ok now.(I hope). No more total restores for me.Better be the last one.Also,F8 to work in safe mode was impossible.Is wile e coyote Tom?I was so mad,good people.
