Everytime I run scandisk it states that the scan will start after a restart. Another program has exclusive rights to the disk. Is there a free download that is better than Microsoft's scandisk?

Since WinXP doesn't have a scandisk, I'm assuming you're using an older Windows ('98 or ME).... check the Drive Utilities section here at MajorGeeks and I'm sure you'll find something.... you could always run a scandisk from DOS if needed....

In XP it's called Checkdisk (abbr. chkdsk). You can run it in read-only mode to check for file system errors without a restart. Open a command prompt window, enter chkdsk C: (or other drive). If it finds problems it will prompt you to run it with the F parameter, which requires a restart. For that, enter chkdsk C: /F. Or you can use the R parameter, which is the extended fix - takes quite a bit longer, because it checks free space as well.
