Microsoft updates

I have a question that maybe someone can explain to me. I use wsus offline update 6.2 to update 2 different off line computers. It has the option to download all updates minus the service packs. I do this to save disk space and because I only have dial up. My question is: Is the service pack just a compilation of all the updates or are there files in the service pack that are unique to the service pack.

The service packs are a compilation of the old updates. And sometimes adds new features.
