minor windows explore problem

just have a minor quibble after installing service pack 4 on windows 2000 pro. Now when i go to the control panel or recycle bin all the files are in a little box on the left of the screen with a small scroll bar to the right of it, if I go to program files all the files are in the bottom half of the screen only??? In WINNT the scroll bar dissapears beneath the page when you get to the bottom so I'm unable to scroll down. This is in the enable web content,view, now I can only have the classic folder style, any ideas?
