   On start up I receive the following error message that a file is missing.
   
   C:\PROGRA~1\HPQ\IAM\Bin\AsTsVcc.dll
   
   Is there some way I can replace this file?

   It's not a system file so the only way to replace it would be a reinstall of the program it is related to. If you have that program in your start ups, try removing it.
