Missing Export MSVCRT.DLL

Gang, well my silly brother deleted some files trying to install a printer driver. Now, when he gets to the desktop after a boot, he gets a dialog box which reads:

MSVCP60: DLL is linked to missing export MSVCRT.DLL_lc_collate_cp

He can no longer access his Yahoo mail, nor can he update Windows. He gets the typical Cannot Display Page.
Any ideas how to fix this short of a fresh install? I downloaded the MSVCRT dll and tried to install it in the widows system directory but it wouldn't let me. It said it already existed and that it needed it to run. Finally, it accepted it, but it didn't fix anything. I also ran SFC but no missing or corrupt files. I'm out of ideas. Thanks.
Oops, almost forgot. OS is Win98.
