Monitor displays thin horizontal lines and freezes computer

My computer is having major issues. It seems to work for a period of time then (what seems) out of nowhere, thin colorful lines cluster at the top and middle of monitor and freezes computer. I have to force a shut down and restart. Yesterday, it happened and then when I went to turn it back on, it happened right away again. I also tried to restore, but it froze during one of the steps.

Any idea? I was thinking may video card?

 

Ensure the fan on the graphics card is running and the heatsink is not clogged with dust.

 

I took the side off and dusted both fans. I restarted and it says
Your computer was unable to start. It's attempting repairs. I'll report back what comes of it.
