Monitor says no signal; blinks or messes with graphics.

I really could use some help with a problem I'm trying to figure out. When I start my pc it does one or two combined of the followings:
-Says no signal
-Blinks like crazy with distorted picture
-Distorted graphics (see picture and/or video below)

Is it the CPU, video card, motherboard, something else? I tried to google it, but I can't say I've had any luck so far. How long would it take to fix it in service, if it's something bigger.

Things I've tried:
-Different monitor
-Fresh windows
-Cleaning from dust
-Pulling the power cord, pressing on button for a minute

Specs:
Intel Dual Core E5200 2.5 Ghz
ATI HD 4850
4GB RAM
Windows 7 Ultimate

I agree with plodr. I had similar issues a while back. I could go into Safe Mode at native VGA resolution and the screen was readable but, not in Normal Mode. I had to replace the graphics card.

 

Most likely a graphics card problem. Before you rush to get a new one, check the cable as suggested above, and if possible, borrow one and check that the problem is solved, so that you confirm that you found the problem.

 

I tried different(brand new) monitor with cable that came with that. Didnt work. I got a program called HWinfo to test pc with and without load to see if power supply have anything to do with it(http://www.tomshardware.co.uk/answers/id-2443802/monitor-signal-blinks-messes-graphics.html#14925085).

There is a dvi and vga conventer between monitor and pc, changed that out too still nothing.
In conclusion, monitor is good, PSU is good, so are all the cables, only thing left is graphics card?
