monitor screen problem

Ok, this is really complicated. I'm not sure how to explain it, but I will try. For the last few days, there is something going on, on the monitor screen when I do anything. It kinda looks like if you had something inteferring, like on your tv screen. There are like white lines that go across it and jump around on the screen, especially when you are online. But even if you are not online, and the internet is not connected to the pc, it still does it, even if you are playing a game. It gets worse when you move the mouse or type or anything. Sometimes when you go to a web page, the screen also goes black like right when it is chaning pages or something. The screen jumps some too. I have tried to change the screen resolution and everything. Please help me. I thought at first I had a virus so I wiped my puter out yesterday morning completely and redid the hard drive, didn't work. Do you have any ideas?

 

also if you can get your hands on a thicker shielded monitor cable (and if the cable from your monitor isnt mouldedin) try switching that. also check that all the pins are straight there
